ASEP (Autoridad de Servicios Publicos) of Panama will start requiring that cell phone relay tower owners allow other companies to share their facilities. This move is meant to reduce the number of mobile phone relay towers that the country is putting up. Currently Panama has 2.7 million mobile phone subscribers in a country of 3.3 million people.

According to the Cellar News web site, November 5, 2008, ASEP says that any mobile phone relay tower projects that have submitted applications and those currently in operation will be excluded from the new law. The web site notes that in all likelihood there will be a surge of applications submitted before the law takes effect.

When the new law takes effect any mobile phone tower owners who have not come to an agreement with any carrier who wants to pay to use their facilities will have the issue arbitrated and decided upon by ASEP.

Right now the two mobile phone operators in Panama are Cable and Wireless and Telefonica. Digicel has been awarded a license and will soon enter the Panama mobile phone market.
